John has been teaching management classes since 2000 when he developed the Public
Works Administrator Training Course in Washington. The course was also taught
in Oregon and called Leadership Skills there. He was a member of the APWA Public
Works Institute Task Group that developed the template of 10 topics covering
58 subject areas. He assisted in the development of the APWA Learning
Model and wrote the Learning Model Course Guide for use by
Institute instructors. He is the Institute Administrator for the Northwest Public
Works Institute which is a joint operation of the Washington and Oregon APWA
Chapters.
John has also assisted the Arizona Chapter in establishing their Institute.
With Vit Troyan, he has taught in the Northern California Institute since its
inception. He and Vit have also assisted the Central California, Sacramento
and Southern California Chapters by teaching and helping them establish their
Institutes.
The
American Public Works Association has developed a manual for Evaluators to acquaint
them with The APWA Public Works Management Practices Manual and other aspects
of APWA Accreditation Council Procedures. The first evaluator training class
using the new manual was conducted in Lenexa Kansas on 2003 and Las Vegas Nevada
on July 30, 2004. John Ostrowski presented the background of the Management
Practices and provided practical guidance for interpreting the practice statements
as well as guiding the class through exercises designed to make them more familiar
and comfortable with the site assessment process.
