Value planning study for Big Gulch Sanitary Sewer Replacement Project, Olympus Terrace Sewer District, Mukilteo, WA

John Ostrowski served as team member assisting with the development of implementation strategies. The purpose of the study was to find a cost effective way to replace an/or protect the existing sewer line and protect it from future washouts due to high storm water flows in the gulch. Recommended solutions has the potential of saving the District about $8 million.

Association of Washington Cities contract for Management Technical Assistance plans for small cities hit by Initiative 695. Plans done for Washtucna, Royal City, Endicott, Palouse and Harrah.

Initiative 695 resulted in significant revenue loss for many small cities in Washington. The Management Technical Assistance plans done for each of these cities provided them with a 5-year financial forecast and suggested strategies for decreasing expenses and increasing revenues. The Harrah report includes an analysis of the option of disencorporation.

Parking Management Plan for the City of Auburn, Washington with TranSystems.

This report is a supplement to the 1996 Auburn Parking Study and was undertaken in response to the openings of the Sound Transit Sounder station garage and concerns for parking for future transit oriented development and the redevelopment of the Auburn downtown area. Of particular concern was what the City's role should be in the provision of adequate parking and the management of public, including street, parking. In the sections that follow each of the parking analysis areas from the 1996 study are considered in the light of recent and potential future development and suggested actions by the City for short term (0-3 years), medium term (3-5 years) and long term (10 years) response to parking needs and management are offered. A separate section of the report addresses the issue of who should manage parking in downtown and what management activities are required. Included in an Appendix are the results of a literature search and of interviews with five neighboring communities.
