Web abuse is mainly related to email abuse - spammers and abusers finding various security holes in web servers, cgi scripts, and javascript programs that enable them to force their email through the web server instead of connecting to an SMTP server directly, thus obfuscating their origins even further. Because the web is "static," there's not much that can be done to it, with the exception of cracking into websites and causing disruption.
